What to do if there is no reply even after the intervention of SIC?

An application was filed with the Haryana State Industrial & Infrastructure Development Corporation (HSIIDC) under the Right to Information (RTI) Act seeking to get the report on best use study of land blocks, Gems and Jewellery Park and multi-level parking in Udyog Vihar in Gurgaon.
The reply from the PIO, HSIIDC stated that the sought reports were still to be examined by the corporation and the final decision was yet to be taken. Hence, the PIO said that the demanded information could not be furnished as it was under consideration. After the reply, the dis-satisfied applicant filed an appeal with the first appellate authority. When even the first appeal could not fructify, the applicant filed second appeal with the Haryana State Information Commission.
The information panel contended that denial of information by the PIO in this case is not justified and directed the state public information officer to provide the demanded information to the applicant within two weeks. However, even after the SIC’s intervention, the information was not provided to the appellant and now he has filed a complaint in this regard.
