Pension worries: similar job, different pensions

I have a question.
I was in the Grant-In-Aid Institute, which was receiving Grant 100% (50% from State Government and 50% from Central Government, through ICSSR). I worked this Institute, then resigned, then my fixed pension of Rs. 757/- started. One of my friends was in Pune Municipal Corporation's PMT service as a Conductor, he retired, and he received Rs. 6,000 /- monthly pension. Now, he receives Rs. 16,000/- per month. He receives pension as per State Government Rules, even the Pune Municipal Corporation is not a State Government. My institute was 100% grant-in-aid institute, so, why there is difference in receiving pension and why not I receive pension as per State Govt. employees, and for this where should I file an application, with the State Govt. or Central Govt. or with PF Authority of India. And what should I do?
