Payment for the foreign trip of vice-chancellor of Mysore University

An application was filed with the University of Mysore under the Right to Information (RTI) Act seeking to get information regarding the vice-chancellor K S Rangappa’s trip to Russia to attend a seminar between July 7 and 12, 2013. The application sought to know as to who bore the expenses of the foreign trip.
The reply, given by the registrar of the university, stated that the trip's expenditure was met by Indian National Science Academy (INSA) and Russian Academy of Sciences. The applicant then sent an email to the INSA to know about the details of the expenditure. The reply to the email, given by INSA's assistant executive director (International), said that the vice-chancellor was selected by the academy to visit Russia under the INSA-RAS bilateral exchange programme-2013 but his proposal was yet to be forwarded to Russian Academy of Sciences.
Following the reply, the applicant again asked the INSA whether any finances were provided to the vice-chancellor for the trip. The reply from the INSA stated that under bilateral exchange programme, payments are reimbursed only after the foreign visit of Indian scientists is materialised. The applicant has complained to the State Information Commission against the registrar for giving false information and has said that he will also approach the principal secretary to Higher Education seeking action against him.
