Is it going to be the dawn of transparency in Pakistan?

After a debate for eight months, the Pakistan Senate committee on Information and Broadcasting has approved the draft of the “Freedom of Information Law” which is based on lines of “Right to Information Act” of India. Earlier, expressing reservations over the proposed draft, the Ministry of Defence (MoD) of Pakistan had requested the Senate's sub-committee on information to keep the bill pending. Overruling the suggestion of MoD to incorporate a condition to having a mandatory condition get a No Objection Certificate (NOC), the President's spokesman who headed the sub-committee, Farhatullah Babar went ahead with the draft.
The committee chairman, Kamil Ali Agha, is likely to move the bill in the Senate as a multi-party bill. Agha has reportedly said that the bill would give the common man access to all types of information - be it secret, classified, confidential or simple. The bill for a provision for suo-motu disclosure.
Under the proposed bill, information shall have to be provided within 20 days failing which a complaint may be lodged which shall be decided by the head of the respective department within next 20 days.
