CIC has passed a ruling in a case that EEPC is a Public Authority

I visited your website and wish to congratulate you for the exemplary service rendered in spreading awareness about Right To Information Act in India which is the most powerful tool now in the hands of Indian citizens.
I wish to bring to your notice that Engineering Export Promotion Council (EEPC), an export promotion body, is an organisation sponsored by the Ministry of Commerce, Government of India. It gets funds and grant support from Indian Government. Other export promotion councils like Tea Board, Coffee Board, Rubeer Board etc sponsored by Ministry of Commerce have implemented RTI in their respective organisations but EEPC seems to be avoiding implementing RTI.
In 2008, Central Information Commission (CIC) has passed a ruling in a case that EEPC is a Public Authority and they must implement RTI but till this date it has not been implemented.

We wish to bring accountability and transparency in the functioning of EEPC.
Please guide us how to address this issue and where we can submit our representations to make EEPC to abide by the order of CIC.
