Armed Forces Flag Day fund being used to pay salary for reappointed officer

Sri Harbans Singh, former Joint Secretary, Department of Ex-Servicemen Welfare has been reappointed for a period of one year as Officer on Special Duty in the same department after 2 years of his retirement. The copy of the appointment letter dated January 24, 2013, obtained through an application filed under the Right to Information (RTI) Act, states that he would receive a monthly salary of Rs. 60,000/- as his monthly salary, which will be paid from Armed Forces Flag Day (AFFD) fund. In order to ensure the welfare and resettlement of ex-servicemen, a separate department of Ex-servicemen Welfare was set up in September, 2004.
The armed forces has witnessed a large increase in the number of pension grievances following the implementation of the 6th Pay Commission, specially after the setting up of Armed Forces Tribunal, necessitating to have experienced hands in the pension division.
Maj Gen (Retd.) Satbir Singh, officiating chairman of Indian Ex Servicemen Movement, has objected to the use of funds in this manner and has written to the Minister of Defence, with copies being sent to the three service chiefs. It has been argued that there is no rule for the use of AFFD funds to pay for a re-employed person and the fund is primary meant for the welfare of disabled soldiers and widows of martyrs.
