There are contrary judgements on the point whether IBPS comes under the ambit of RTI Act

Ref: CIC: IBPS is not a public authority u/s 2(h) “public authority” means any authority or body or institution of self-government established or constituted (a) by or under the Constitution; (b) by any other law made by Parliament; (c) by any other law made by State Legislature; (d) by notification issued or order made by the appropriate Government, and includes any- (i) body owned, controlled or substantially financed; (ii) non-Government organization substantially financed, directly or indirectly by funds provided by the appropriate Government; “public authority” means any authority or body or institution of self-government established or constituted (a) by or under the Constitution; (b) by any other law made by Parliament; (c) by any other law made by State Legislature; (d) by notification issued or order made by the appropriate Government, and includes any- (i) body owned, controlled or substantially financed; (ii) non-Government organization substantially financed, directly or indirectly by funds provided by the appropriate Government; - CIC: It is clear that the IBPS had conducted the examination on behalf of the Allahabad Bank, therefore, Allahabad Bank is also the custodian of records - CIC: Provide the information regarding the exams

There are contrary judgements on the point whether IBPS comes under the ambit of RTI Act. I found two judgments on this website only.

I wanted to know whether IBPS (Institute of Banking Personnel Selection) comes under the ambit of the RTI Act or not. I saw two contrary decisions on your website. 

I could find the one which states that IBPS is a Public Authority.

But I could not find the latter decision on the website of the Chief Information Commissioner.
