There are contrary judgements on the point whether IBPS comes under the ambit of RTI Act

There are contrary judgements on the point whether IBPS comes under the ambit of RTI Act. I found two judgments on this website only.
I wanted to know whether IBPS (Institute of Banking Personnel Selection) comes under the ambit of the RTI Act or not. I saw two contrary decisions on your website.
I could find the one which states that IBPS is a Public Authority.
