Should it be recommended to allot an assistant to deal with the RTI applications?

Comment:
Most of the RTI applicants seek questions not pertaining to the documents held with the Panchayat or Government. Under section 6 (2), the applicants only tend to harass the PIO and drag them to courts. The PIO are given duties to perform in secretarial works. RTI application have placed a burden on them as most of their eight hours of duty goes in RTI. The Secretary of Panchayat finds it taxing to execute two jobs at a time. Fearing court cases, they cannot give justice to the running of the village.
It should be recommended to allot an assistant to do only RTI applications. The Secretary can sign on them thereby certifying the copies.
