Pune Municipal Commissioner has withdrawn the proposal to build roads at high value
9 Apr, 2014Pune Municipal Corporation floated tenders to develop roads on deferred payment basis (231 Crores). The offers received were 30.0 % above tender price. Even than PMC administration has decided to proceed with the proposal. The Sajag Nagrik Manch sought clarification from PMC Commissioner on following points.
1 – While budgeting for roads only 25 Crores were allocated and this Differed payment philosophy was not considered. What are the compelling reasons behind this urgency?
2 – Many of the roads considered for differed payment proposal were resurfaced last year and are in good condition. The Defect Liability period will be over only after another two years. Katraj Kondhwa Road was resurfaced last year, at the time of visit of Rashtrapati and still in excellent condition. Why this hurry to develop roads on deferred payment basis?
3 – In February 2013, Committee for ‘’PPP Model’’ unanimously decided that unless the PMC acquires the land for roads, road development must not be carried out. They also decided that for ‘’PPP / BOT / Deferred Payment’’ projects appointment of Financial Consultant is mandatory. Six months later, the same august officers changed mind and took u turn and waved off both the conditions. What were the reasons, behind this Topsy-turvy stand?
4 – Katraj Kondhwa Road is proposed in DP to be 84 Mt. wide and 3.20 Km. length. The project cost estimated was 162.0 Crores. What is proposed in Differed payment proposal is only 18.0 Mt. width and 1.52 Km. length. This was planned on the assumption that PMC will acquire land in future. What is basis of this confidence, when the PMC failed to get the possession since 1987? Many efforts of PMC in this direction did not get the desired result. What is the point in going ahead with this short and small road? What public cause is served?
The Municipal Corporation Commissioner was requested to review this proposal. Vivek Velankar and Vishwas Sahasrabuddhe of the Sajag Nagrik Manch has informed that the Municipal Commissioner has withdrawn the proposal.
