Process of selection of the principals of the Sainik Schools

The Appellant had sought huge information regarding the selection process of the Principals of Sainik Schools being run by the Sainik Schools Society under the Ministry of Defence. The detailed parawise reply was sent by the PIO along with the requisite documents on receipt of fee of Rs. 1,974/-.

The appellant filed an appeal befor the Commission claiming that the Society is selecting the Principals of the Schools arbitrarily and sought the following relief:
- Full information with the notings directly from the Sainik Schools Society .
- Refund of money charged for 638 pages towards providing unconnected information.
- Action against the PIO for not furnishing the correct information under RTI Act including financial penalty for not furnishing the information within stipulated time.
The Commission observed that as per para (a), the appellant has not specified any specific points on which information has not been supplied to him & he can seek specific and pointed information which will be supplied within 03 weeks time on receipt of such request. Regarding para (b), without going into the merits of the matter, the Commission directed the PIO to refund Rs. 1,000/- to the appellant. As the Commission did not find any merits in the request of the appellant, no action was proposed against the PIO.
