Is the process of admission for MBBS of Karnataka smelling of fraud?

A number of seats in the government medical colleges in Karnataka have been issued to students who didn’t even appear in the CET seat selection process conducted by the Karnataka Examination Authority (KEA). Reply to an application filed under the Right to Information (RTI) Act has revealed that in the last academic year 2012-13, a number of students got admission under suspicious circumstances.
Although the private medical colleges in Karnataka have got the authority to convert unfilled government quota and all India quota seats to management quota, but neither the government colleges nor the state medical education department is authorized to issue them to anyone who has not been recommended by the KEA.
A close scrutiny of the record shows that:
1)Two names differ in the list of candidates recommended by KEA and students granted admission in Bangalore Medical College and Research Institute.
2)Three names differ in case of Bidar Medical College
3)Again three more names differ in case of Raichur Medical College
A formal inquiry may be initiated by the State Medical Education Department as records from both KEA and Rajiv Gandhi University of Health Sciences has already been sought.
