Can only a specialist treat cancer?

A MBBS doctor operating a helpline for cancer patients was told that a MBBS doctor is not qualified to treat cancer patients. He sought copies of specific rules and regulations regarding the kind of eligibility required under government rules for treating cancer under the RTI Act. The appellant pointed out that under the rules prescribed by the FDA, a registered medical practitioner is eligible to prescribe all scheduled drugs, which include drugs for the treatment of cancer
, and therefore, it would be wrong to ban a general practitioner from either prescribing drugs for a cancer patient or treating such patients. The State Information Commissioner D B Deshpande summoned senior health officials.
With super-specialties coming up in a major way in Medicine, is there any need to define what kind of treatment can be given by a plain MBBS?
