A person using fake/unofficial names is harassing our Department all the time. Can we file complaint to RTI CIC or police for false address?

It is not uncommon for a public authority to receive a pseudonymous RTI application or appeal. Sometimes, such applications on a similar issue are repeatedly filed. The proper course of action for the public authority would be reply to individual applications separately. If such applications are on a common issue, consider posting such information on the website of the organisation so that repeatedly photocopies can be avoided.
As far as filing a police complaint against an individual is concerned, how would you establish that Mr “X” is impersonating Mr “Y”. Posting most of the information on the website as per Section 4 of the RTI Act would be a good strategy as it leaves little scope to file RTI application.
