Huge expenditure on HC panel with little output

The Delhi High Court had constituted a committee in December 2011 under the chairmanship of Justice Anil Dev Singh to look into the fee hike requirement of each individual recognized unaided school in Delhi after the implementation of the recommendations of the sixth Pay Commission.
The recommendations of the committee included inspection of 27 schools for financial irregularities and refund of the excess fee charged from the parents in 122 schools. The recommendations were accepted by the High Court.
However, the reply to an application filed under the Right to Information (RTI) Act has revealed that though over Rs. 1 crore has been spent on the committee, the excess fee refunded to parents under its orders comes to just Rs 5.8 lakh. The reply showed that till January 2013, the committee had received Rs 97.25 lakh as fees and another Rs 7.36 lakh was paid to a chartered accountancy firm. It also showed that only one school out of recommended 122 has actually refunded the excess fee to the parents.
