Disabled people remain under employed despite reservation rules

An application was filed with the Department of Personnel and Training (DoPT) under the Right to Information (RTI) Act seeking to know about the employment of disabled persons in the Central Civil Services since 2005.
The reply to the application states that only 5,014 disabled persons have been employed in Group A, B and C services whereas total number of persons employed in these services is 24 lakh. The information, provided by the DoPT, states that a total of 77,000 people are employed in Group A whereas the number of disabled persons in Group a services is only 140. Similarly, of the total 1.90 lakh employees in group b services, only 712 belong to disabled category. The respective numbers for Group C services were put at 22.60 lakh and 4,162 respectively.
This implies that disabled persons occupied 0.18%, 0.37% and 0.18% of the total employment in Group A, B and C services respectively. Of the total 24 lakh employees, the percentage of disabled people stood at a mere 0.21% despite the fact that total reservation offered for disabled persons is 3%.
