Different yardsticks should not apply to providing documents to an employee

Respected Sir, I studied the entire case. My opinion is that the individual got stay orders or not, all the relevant documents requested by the individual must be supplied beyond the reasonable doubt. If stay is sanctioned, one kind of instructions on RTI, if stay is not sanctioned one of rules - This is not justifiable. Where shall an employee go? The employee must be provided all the relevant information. If the entire information is given to him, what and where is the loss to the institution?
