Copies of guidelines by the Government of India and CBI as regards the policy parameters for initiation and acceptance of CBI enquiry in matters related with the Central or State Government - CIC: Appellant could not substantiate allegations of corruption

The Appellant has sought the following information:
1. Kindly provide copies of the various guidelines issued from time to time by the Government of India (GoI) and CBI as regards the policy and parameters for initiation and/or acceptance of CBI enquiry/investigation in matters related with the Central Government.
2. Provide copies of the various guidelines issued from time to time by the GoI and CBI as regards the policy and parameters for initiation and/or acceptance of CBI enquiry/investigation in matters referred by the various State Governments.
Grounds for Second Appeal
The CPIO rejected the RTI application u/s 24 of RTI Act.
Submissions made by Appellant and Respondent during Hearing:
The appellant was not present at the VC venue despite duly served notice on 28.09.2020 vide speed post acknowledgment no. ED488297114IN. The CPIO reiterated the submissions made in case no. 163411 decided on 22.10.2020 of the same appellant.
Observations:
The appellant could not substantiate allegations of corruption and as far as information sought is concerned, the exemption granted cannot be lifted due to the reasons discussed in case no. 163411. The appellant too did not attend the personal hearing to pursue this matter.
Decision:
In view of the above observations, the decision in case no. 163411 shall be squarely applicable in the present case.
The appeal is disposed of accordingly.
