Is the CIC granting out of turn hearing to cases in an irregular manner?

A writ petition has been filed in the Delhi High Court under Articles 226 and 227 of the Constitution impugning the procedure and practice being followed by the Central Information Commission (CIC) by RK Jain. Vide writ petition 183/2014, it has been contended that the CIC has listed and heard a large number of cases out of turn in an irregular manner, without any judicial order as well as in violation of the norms set by itself under the Right to Information Act, 2005.
Currently, 3500 appeals and complaints are awaiting registration with the Registry of the CIC. Justice Manmohan of the Delhi HC has issued notice to the government and the CIC and the case is likely to be heard on April 4, 2014.
