How are the Haj applications registered?

The Appellant sought information with respect to the registration of Haj applications, registration fee, the expenditure incurred in each head of account from out of the registration fees and the mechanism adopted by the Central Haj Committee to send the original travel documents to each and every selected Haj Pilgrim during 2009 and 2010. The PIO furnished some of the information, but the appellant claimed that the details of expenditure incurred on each head of account was yet to be provided.

During the hearing, the PIO stated that since the information has to be provided Parliament first it would be a breach of Parliamentary privilege if the information is provided before presenting it to the Parliament. The Commission noted that the PIO has not given a detailed reply about the mechanism adopted by the Haj Committee to ensure that the original traveling documents are sent to each and every selected Haj Pilgrimage. The Commission directed the PIO to provide the detailed reply giving details of how this is ensured to the Appellant.

The Central Haj Committee is a public authority who has to respond to the RTI application.
