Can the information received by any person through RTI be submitted as evidence under PIDPI?

Does the information received on email (not disclosing his/her identity, mobile no. or address) can be enclosed with the PIDPI complained to CVC, as a proof?
CVC says in its order that if the complainant has received information under RTI, then complained cannot be considered under PIDPI. However, mode of receipt of information is not clarified by CVC.
Does the information received by any person through any means under RTI, can be submitted to CVC by other person under PIDPI complained, as an evidence?
