Appellant sought for the reason for sending average reading bill & the action taken on Complaint etc. - CIC: Enquire into the problem that resulted in the disconnection of the appellant’s water connection & excessive billing & address the grievance

The appellant is present. The Public Authority is represented by Mr. Paras Ram, Jt. Director (Rev) and Mr. Rajender Singh, ZRO, Delhi Jal Board, GNCTD, Delhi

FACTS

2. The apellant through his RTI application dated NIL has sought information on 4 points Viz

i) Reason for sending average reading bill

ii) From which month the average bill is being sent

iii) Status of the action while making the Complaint etc. PIO replied on 06-06-2013.

Being unsatisfied with the information provided, the appellant has approached the FAA in First Appeal. FAA by his Order dated 13-09-2013 directed the PIO to provide the Correct information after verifying the record within 20 days. Claiming non-furnishing of the information sought, the appellant has approached the Commission in Second Appeal.

Decision:

3. Both the parties made their submissions. The Commission directs the respondent authority to enquire into the entire problem that resulted in the disconnection of the appellant’s water connection and excessive billing, average reading, etc. and address the grievance of the appellant and provide comprehensive information about his water connection and if he is eligible for the restoration of the water connection, it may be considered by the respondent authority, within 3 weeks from the date of receipt of this order. The Commission observes that it is not appropriate for the Public Authority to consider the application of the appellant as a request for water disconnection, when, in fact, he was raising the issue of non-supply of water and willing for the same. The respondent officer, Mr. Paras Ram, Joint Director (Revenue), DJB has offered to meet the appellant in his office and facilitate him to resolve the issue. The appeal is disposed of accordingly.
