What details should be in public domain in case of compassionate appointment?
2 Mar, 2012Background
The Appellant sought detailed information relating to the appointment of the dependents of the deceased employees of the bank. The Public Information Officer (PIO) provided the desired information against one of the applications while the requests in the other were denied invoking the exemption of section 8 (1)(d) and (j) of the Right to Information (RTI) Act. The First Appellate Authority endorsed the decision of the PIO.
View of the CIC
The Central Information Commission observed that the PIO has already provided the appellant with the guidelines followed by the bank in this regard. All that the PIO can now provide is some further details regarding those whom the bank had appointed on compassionate grounds. Therefore, the Commission directed the PIO to provide a fresh list of those employees appointed on compassionate grounds as dependents of the deceased employees of the bank including such details as their date of birth, the name of the deceased employee as whose dependent the said person had been appointed, educational qualification and the exact post on which they have been appointed.
