Should the details of the selected candidates be disclosed under RTI?

The appellant sought the copy of Recruitment Rules for the post of Junior Steno (Trainee) and the Reservation Roaster for SC/ST & OBC candidates for Junior Steno (Trainee) maintained by the Manganese Ore India Ltd (MOIL). He also sought the details of the candidates selected for the post of Junior Steno (Trainee).
Proceedings
During the hearing before the Central Information Commission (CIC), the Public Information Officer (PIO) submitted that the appellant is not one of the candidates who appeared in the said examination. He further stated that the PIO had offered to disclose the entire information on the payment of Rs. 900/-. The appellant argued that he was not convinced about the demand of Rs. 900/- by the PIO. The Recruitment Rules relating to Junior Steno (Trainee) would not cover more than 10/15 pages and the Reservation Roaster would also not cover more than 4/5 pages. So the demand of Rs. 900/- does not appear to be justified.

The Central Information Commission (CIC) accepted that as the appellant was not a candidate, he is not entitled to third party information i.e. the details of the candidates selected for the post. The Commission also directed the PIO to furnish rest of the information to the appellant free of cost.
