Comment: According to me, a self-financing college is running by using the amount obtained as the course fee collected from the students.
These institutions are controlled by statutory authorities and the state govt. The students of these institutions are getting minority scholarships, SC /ST stipends through the college office.
The govt. has the control to fix the course fee of the students.
Any educational institution which is under the control of the government will come under RTI and in this case, 100% of the running expenditure is contributing by the students
(public) with the permission of the state govt.
