Section 2 of the RTI Act requires a special reading for understanding the RTI Act

Comment: Section 2 of the RTI ACT states - IN this ACT unless the context otherwise requires - has very significant meaning. I think no commissioner has read this term used in this section. It has prevailing command over the legislative dictionary of the Act - definition section. In particular context it can prevail upon the definition clause.
