Recruitment of Junior Hindi Translator in Group C instead of in Group B by SSC
2 Mar, 2012Background
The Appellant wanted to get the copies of the notifications based on which the Staff Selection Commission had decided to advertise the post of Junior Hindi Translator for the subordinate offices in Group C instead of in Group B. The Public Information Officer (PIO) offered some information with which the appellant was not satisfied.
View of the CIC
The appellant submitted that partial information was provided to him by some of the offices of the SSC nearly a year after he had sought the information. The appellant wanted to know the basis for the SSC notifying a particular post in Group C instead of in Group B. The Central Information Commission observed that the Staff Selection Commission (SSC) is a recruiting agency for the government, it can only recruit employees as per the requisition of any particular ministry or department or organization. If the requisition based on which the SSC had issued this particular advertisement is disclosed to the appellant, then it would be clear to him why the post had been classified in Group C instead of in Group B. Hence, the Commission directed the PIO to invite the appellant to the office of the SSC on any mutually convenient date for inspection of the entire file including correspondence and file noting relating to the issue of said advertisement and all subsequent amendments and corrections made in this connection.
