Comment: The SPIO and 1st AA being from the same department, join hands and try to mislead the applicant, specially, when a fraud is likely to be revealed, if the information is supplied.
When the dealing hands / official and the SPIO both are involved in fraud, then also the SPIO tries his best to mislead, not only the applicant but also the 1st AA, who has no power to impose penalty. But certainly the 1st AA being the immediate authority above the SPIO, must initiate action against the SPIO, if it is revealed to him by Applicant.
