30 Aug, 2012Your statistics reveal that one in three applicants gets information -- partial or complete. Another one in three finds that his appeal is rejected i.e. he does not get information. And the information commissioner usually throws every third person back to the tender mercies of the PIO or First Appellate authority, for them to decide what to do with his RTI application. In other words, the commissioners refuse to decide.
