Information regarding action taken on withdrawal from contract

The appellant was a contractor who had signed a contract with the Zonal Railway Training Institute. Later he was allegedly compelled to discontinue the contract despite having followed the rules of the contract. He filed an application regarding the matter seeking whether action will be taken against the contractor who withdraws from the contract after entering into the agreement and the details of the competent authority authorized to punish the contractor. The Public Information Officer (PIO) provided some information. The First Appellate Authority (FAA) provided some additional information but the appellant filed a second appeal claiming that the designation of the competent authority authorized to punish the contractor was not disclosed.

The Central Information Commission (CIC) directed the PIO to disclose the designation of the competent authority who had taken the decision. The Commission also returned the IPO sent by the appellant with the second appeal stating no fee is required to be paid at the appeal stage.
