Can an applicant seek the copies of the Annual Performance Appraisal Report (APAR) [earlier termed as the Annual Confidential Report (ACR)] under the RTI Act?

  1. ACRs of individual persons of all services, except military, have to be disclosed to the concerned person.   
  2. In case of retired Military personnel, the Commission has permitted disclosure of overall profile.
  3. The ACRs of a third party can be disclosed only following the procedure u/s 11(1) in larger public interest.
