Does the appellant have to physically travel to New Delhi to attend the hearing before the Central Information Commission?

Hearing has been conducted telephonically and by video conferencing and one should ask for it. The appellant / PIO/ Third party can approach the nearest NIC centre at the district for the video conferencing.
