Does the Medical Council of India recognise foreign medical degrees?

The appellant wanted to know whether a particular Foreign Medical University (Odessa State Medical University) is recognized by Medical Council of India (MCI) for the course of MD Physician. The PIO referred to the Section 4 (ii) of the Screening Test Regulations 2002 which reads:- “No person shall be allowed to appear in the screening test unless he/she is a citizen of India or has been granted overseas citizenship of India and possess any primary medical qualification, which is confirmed by the Indian Embassy concerned, to be a recognized qualification for enrolment as medical practitioner in the country in which the institution awarding the said qualification is situated.” On appeal, the FAA upheld the order of the PIO.

The PIO stated that they do not have a formal system of recognizing Foreign Universities. However, they have an informal method of getting lists of Medical Universities and Colleges in which Indian Nationals can take admission which is provided by the Indian Embassies. The Commission directed the PIO to inform the Appellant whether Odessa State Medical University is on the list of colleges which has been furnished by the Indian Embassy of that country.
