Appellant by his RTI application had sought for copy of the applications submitted by M/s Amit Jyothi Power Electricals DVN No. 11820 for issue of tender form in MTNL Delhi all electrical division during January 2003 to December 2013, copies vide which these were issued to him, copies of pages of schedule of quantities for which M/s Amit Jyoti Power Electrical quoted his rates in submitted tender etc. PIO replied on 20.09.2014 enclosing the reply given by Executive Engineer in which it was stated that the information is very voluminous and requires huge compilation and is not readily available. Being unsatisfied, appellant filed First Appeal. FAA by his Order dated 03.11.2014 disposed of the appeal after enclosing the reply received from CE (Electrical) and CPIO dated 17.10.2014. Being unsatisfied, appellant approached the Commission.

Appellant by his RTI application had sought for copy of the applications submitted by M/s Satyam Enterprises DVN No. 8714 for issue of tender form in MTNL Delhi all electrical division during January 2003 to December 2013, copies vide which these were issued to him, copies of pages of schedule of quantities for which M/s Satyam Enterprises quoted his rates in submitted tender etc. PIO replied on 17.09.2014 enclosing the reply given by Executive Engineer in which it was stated that the information is very voluminous and requires huge compilation and is not readily available. Being unsatisfied, appellant filed First Appeal. FAA by his Order dated 03.11.2014 disposed of the appeal after enclosing the reply received from CE (Electrical) and CPIO dated 17.10.2014. Being unsatisfied, appellant approached the Commission.
Decision :
4. Appellant was working as a contractor. He claimed that there were lots of corruptions in the department. Appellant said that dimension of expenditure which indicated in the tenders were increased. He wanted to know what the original tenders, specifications were and other measurement books etc. so that such increase in the estimate and expenditure can be noted. For this purpose he is seeking to have details of M/S Satyam Enterprises and M/s Amit Jyoti Power Electricals in his two different RTI applications.
4. Mr. J. S. Yadav, CPIO submitted that appellant had filed more than 40 RTI applications demanding various papers relating to tender for a long period. Appellant has also agreed to this submission. CPIO stated that appellant is seeking huge information about other enterprises for the period from January/2003 to December/2013. CPIO considers this is a serious burden imposed on the public authority and states that he would have to close the office for two years to answer such question.
5. Appellant assures the Commission that he would not seek any further information from any enterprises for any period, if the CPIO provided information about M/s Satyam Enterprises and M/s Amit Jyoti Power Electricals about tenders and related documents for the year 20122013.
6. Having heard the submission and perused the record, the Commission directs the respondent authority to provide only the detail of the original specification, tenders, revision and M.B. No. etc, of the two firms for the year 2012-13, within 30 days from the date of receipt of this order. With this observation, the present appeal is CLOSED.
