Facts:
1. The appellant Shri Raj Kumar has submitted RTI application dated 18 September, 2012 before the Central Public Information Officer (CPIO), New India Assurance Company Limited, Ludhiana seeking details regarding action taken by the Public Authority to settle appellant’s claim (Lost Vehicle).
2. Vide order dated 4 July 2012, CPIO asked the appellant to consult the Public Authority’s website to get information.
3. The Appellant preferred first appeal dated 17 October, 2012 to the First Appellate Authority (FAA).
4. Vide FAA order dated 7 November 2012, additional information was provided to the appellant. However regarding the claim settlement, appellant was informed that the information sought is in the form of grievance and RTI is not a forum for grievance redressal.
5. Being aggrieved and not being satisfied by the above response of the public authority, the appellant preferred second appeal before the Commission.
6. Matter was heard today. The appellant Shri Rajkumar made submissions from Patiala and the respondents Shri J C Kapoor, CPIO, Ms. Rashmi Bhardwaj (Asst. Manager) made submissions from Ludhiana and Shri Ranjit Gangadhar and Shri R. K Dingle made submission from Mumbai through videoconferencing.
7. The appellant submitted that as he is not legally versed with the IRDA guidelines and he would like to know specifically the guidelines vide which his Claim may be settled and compensation, if any may be awarded.
8. The respondents submitted that the information as held has been provided to the appellant.

9. The Commission directs the CPIO to specifically provide the guidelines of the IRDA to the appellant vide which the claim is to be settled by the Insurance companies within one month of depositing complete documents by the insured.
10. The CPIO is further directed to check again and provide any information regarding the eligibility of appellant for any compensation w.r.t delay in the claim settlement in case of his lost vehicle.
11. Information as above is to be provided within two weeks of the receipt of the order of the Commission.
