Were the funds released in an unauthorised manner by South Gujarat University?

The reply to an application under the Right to Information (RTI) Act has revealed some financial irregularities at Veer Narmad South Gujarat University (VNSGU) in Surat.
The reply states that a faculty other than the head of department (HOD) of Mahatma Gandhi Department of Rural Studies (MGDRS) had issued a cheque of Rs. 20, 250 which was approved by the then in charge registrar of the university though the rule states that the cheque or vouchers cannot be issued without the approval of the HOD. The case pertains to 2007-2008, when in December 2007, the then HOD of the department Dilip Shah retired. As per the rules, his job was to continue till the end of academic year in June 2008. However, though he continued to be a faculty, he was replaced as the HOD of the department by Vipul Somani. It has been revealed in the reply that the said cheque was signed by Mr. Shah despite his disengagement as HOD and the funds were released from the self-financed funds of MGDRS.
