Transport Department has no record of registration certificates issued by it

An application was filed with the deputy commissioner (operations), transport department, Delhi under the Right to Information (RTI) Act seeking to know from the office of motor license officer, West Zone the time limit once the fee is deposited for registration certificates (RC) and the issuing of RCs under different categories viz. TODC (transfer of duplicate certificate), HPT (hypothecation termination) HPA (hypothecation addition) and CNG (compressed natural gas). The applicant also sought to know the total number of RC's issued under these categories between June 24 and July 22, 2013.
The reply to the application, given by the motor licensing officer, states that the demanded information could not be provided as no such data was available with the office. Regarding the number of pending application for RC, the reply stated that the reasons for the delay varied from application to application.
The applicant stated that the RTI reply indicated that the transport department doesn't maintain the records of the registration certificates issued by it nor it has any records of the applications received and those lying pending with it. The applicant is now planning to file a Public Interest Litigation in the High Court in this regard.
