Should there be minimum qualification for the APIO?

What should be the qualification of Assistant PIO under the RTI Act? If a tenth pass/ failed employee, without knowledge of even ABC of English language is appointed as Assistant PIO, is it valid? What steps can be taken against the organization which resorts to such a practice just to avoid giving information under RTI? Replies are given by APIO as PIO post has been lying vacant for more than eight months in the organization. Can an APIO be held responsible for giving incomplete/wrong/misleading information?
