RTI application seeking information on transport budget declined by GHADC

An application was filed with the Garo Hills Autonomous District Council (GHADC) under the Right to Information (RTI) Act seeking to get the details about the Transport budget for the year 2011-2012. The reply to the application, given by the public information officer of GHADC, stated that the requested information could not be provided as the figures presented in the application don’t match with the actual budget presented.
The applicant claimed that earlier his RTI query about the Council official vehicles repairing expenditure and travel and tour expenditures of the Council officials was incompletely answered. And when he sought clarification on an amount of Rs. 1,31,92,700 shown as Council official vehicles repairing expenditure in the budget of 2011-12, the PIO rejected the query stating that the shown amount was not presented in the budget.
However, when the figures were matched with the official budget session handbook, there was no mismatch found and the applicant has filed a complaint against the PIO with the State Chief Information Commissioner.
