Railways keep no record of the number of appeals received/considered/rejected

Dear Sir,
I had sought information from
(1) the office of IG/RPF/N.E.Railway, Gorakhpur and
(2) the office of DG/RPF/Railway Board, New Delhi.
I had sent my query to the PIOs concerned who gave incomplete information in their evasive replies. I then sent appeals to the designated FAAs - the Sr.Deputy General Manager/N.E.Railway and IG/RPF (Admn)/Railway Board respectively.
In a tabular manner I had clearly shown what information had been sought and what was furnished / not furnished. To my great dismay, I found that the FAAs turned down my appeals - without assigning any reason. In the first case his reply was - " I agree with the Aakhya of the APIO" and in the second case it was - " Your appeal has been examined. The information given by PIO is appropriate."
I believe there are instructions for the FAA's order to be of speaking nature giving reasons for the judgement arrived at - which the FAAs are flouting - either to support their junior officers' unjust denial of information or due to their sheer cussedness. This is causing avoidable delay to information seekers and increasing the workload of CIC.
Desiring to know the fate of other appeals disposed by the FAA of the N.E. Railway, Gorakhpur, I sought relevant figures from his office and was shocked to learn that no record is kept of the number of appeals received/considered/rejected.
Should not the CIC keep an eye on the way the FAAs are functioning and change or punish them for their improper decisions?
