Notices served to 30 establishments in a complex for fire safety violation
10 Jan, 2014An application was filed with the fire and emergency services department of Nagpur Municipal Corporation under the Right to Information (RTI) Act seeking the documents related to fire safety of ‘Neeti Gaurav Complex’ in the city which holds many hospitals. The application also sought the copies of the inspection report of the two wings of the complex and the notices served to establishment owners.
The reply provided by the Chief fire officer shows that No Objection Certificate from fire department was not taken for wing ‘A’, which has 16 owners and includes hospitals, medical shops and other commercial establishments.
The RTI reply states that the building obtained fire NOC in 1996. The user of the building was for office purpose and height was shown at 21.90 metre. However, it was found during later inspection that the complex contained two separate wings and NOC was taken for only wing ‘B’ and not for wing ‘A’. The reply added that it was mandatory to get user change revised from the fire and town planning departments but no such step was taken by the establishments thus violating the rules.
The inspection report, provided in the reply, also pointed out six types of violations in wing A and five types in wing B. The reply shows that no water sprinkler system is available in either of the wings. There is also no provision of proper water tanks in case of fire accidents. Also there is no hose pipe in wing A which is a basic requirement to release water during fire.
The reply also said that notices have been served to 30 establishments in the complex under Fire Prevention and Life Safety Measures Act for the violations found in the inspection asking them to reply within a month.
