Non performance of duty under RTI Act by the PIO

The appellant sought information about the periodicity at which the meters installed by the Indraprastha Gas Limited (IGL) at the premises of the PNG consumers registered with the IGL are checked to record consumption, the periodicity at which the bills/ invoices are raised against the consumers concerned etc. The Public Information Officer (PIO) did not provide any information to the appellant.

The Central Information Commission noted that non-disclosure of requested information for 20 months has caused detriment to the appellant. The Commission observed that the casual attitude of the PIO and FAA reflects poorly on their work ethics and also brings IGL in a bad light as far as the servicing of the RTI Act is concerned. The Commission awarded compensation of Rs. 5000/- (Five thousand) under section 19 (8) (b) of the RTI Act to the appellant. Commission also directed the Managing Director of IGL to pull up the PIO for not performing his duties and suitably advise him for future.
