Information sought:
1- What is difference between RPLI and PLI? What is annual bonus percentage paid on these? Provide copies of relevant rules and orders.
2- If installment of RPLI and PLI is not paid continuously for three years then policy will be considered as closed, provide copies of relevant rules and orders. How many policies have been closed since 2001 provide complete details with balance?
3- In case a policy holder has not paid premium after 05 years and surrenders the policy then how much interest will be given on the principal amount. Provide copies of relevant rules and orders.
4- How much commission is given to agents for policy since beginning/opening of policy?
5- What is the percentage of loan a RPLI policy holder can taken on his principal amount, how much interest will be accrued. Provide copies of rules and orders relevant to this.
Grounds for the Second Appeal: The PIO has not given the satisfactory information.
Relevant Facts emerging during Hearing:
The appellant stated that due to certain circumstances he was not able to continue his PLI policy at Nainwa post office (Policy No. RJ/AJ/ACA/T75891) beyond five years and the balance in the account (as on February, 2012) was Rs 8000/-; similarly, his wife’s account (Policy No 375191) in which the balance was Rs 13,500/- was discontinued and no amount was paid to him while his wife was paid only a sum of Rs 5,172/- and he wants to know why the balance amount was not refunded. The CPIO’s representative stated that the information has been furnished to the appellant vide letter dated 31/07/2013. He explained that the department has prescribed a table and all claims relating to surrendered policies are settled in accordance with the said table, however, he will recheck the records and provide the information relating to the settlement of the appellant and his wife’s PLI claim to him. The appellant requested that he may also be allowed to inspect the relevant records. The CPIO’s representative agreed.
Decision notice:
The Commission directs the CPIO to provide the information relating to the settlement of the aforesaid PLI claims of the appellant and his wife to him expeditiously. The CPIO should also permit the appellant to inspect the relevant records relating to the aforesaid claims and allow him to take photocopies/extracts therefrom, free of cost, up to 25 pages within 21 days from the date of receipt of this order. The appeal is disposed of accordingly.
