The appellant through his RTI application dated 19.5.2012 sought information in respect of Shri Manoj Agarwal, Assistant Director, posted at FDDI, Raibareilly pertaining to his appointment, attendance, official tour details, basis of annual increment etc. The CPIO vide letter No. FDDI/ADMIN/RTI/2012 dated 7.6.2012 denied information to the appellant under the provisions of section 8(1)(j) Notwithstanding anything contained in this Act, there shall be no obligation to give any citizen, information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information: Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person. Notwithstanding anything contained in this Act, there shall be no obligation to give any citizen, information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information: Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person. of the RTI Act.
3. Aggrieved with the reply of the CPIO, the appellant filed first appeal on 18.6.2012 before the FAA. The FAA vide his order dated 20.7.2012 informed the appellant that Shri Manoj Agrawal joined FDDI in the capacity of Assistant Director – Placement and Corporate Relations on 3.9.2009 at the Gross Salary of Rs. 28,000/-, with subsequent annual increments and revisions his present salary is Rs. 51,968, in the same capacity. On remaining queries pertaining to bio-data, copies of self appraisal forms, selection note sheet, tours undertaken and TA Bills in respect of Shri Manoj Agrawal were denied.

Having considered the submissions of the parties, the Commission is of the view that though some information has been provided, the information in respect of selection/ note sheet of Shri Manoj Agrawal, Assistant Director, tours undertaken by him and TA sanctioned on such tours is disclosable information. The Commission hereby directs the CPIO to provide the said information to the appellant within two weeks of receipt of this order. Disclosure of self appraisal forms however has rightly been denied by the respondent, since it attracts the provisions of Section 8(1)(j) Notwithstanding anything contained in this Act, there shall be no obligation to give any citizen, information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information: Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person.
