The applicant has sought the following information:-
1. Action taken on my complaint in r/o BB Com. L/L Con. No. 06457-264051 by GMT in r/o fax dated 17/05/2012, 18/05/2012, 30/05/2012, 05/06/2012, 06/06/2012, 11/06/2012, 12/06/2012 with detailed order and reports.
2. Print out of call details in r/o L/L Con. No. 06457-264051, w.e.f. 01/12, Mob No. 9431668178 & 9470091315 w.e.f. 03/12.
3. Print out of billed and unbilled usage details of BB-KK06457264051-----w.e.f. April 12.
4. Reply given if any to CGMT.
5. Copy of log book in r/o diesel consumption and time in r/o Semapur, Kalikapur, Korha, Duman Bazar, Mahila College, Mahanda, Shiv Mandir to ensure appearance of partial tower on Mobile simultaneously instead of Semapur A B or C since March 2012.
Grounds for the Second Appeal: The CPIO has not provided the information.

The appellant stated that he has not been provided proper information in response to his RTI application dated 16/06/2012. He further stated that he is facing continuous harassment from the time he filed his RTI application and his landline and broadband service is not functioning properly and no action has been taken to rectify the problem inspite of repeated complaints. The CPIO is not present inspite of being put on notice for the hearing.
Interim Decision notice dated 09/05/2014: The Commission takes a serious view of the lackadaisical/callous attitude adopted by the CPIO who has not bothered to attend the hearing inspite of being put on notice. The Commission, therefore, directs the FAA/GMTD, BSNL, Katihar to call for the explanation of the CPIO for not providing the information sought by the appellant and also for not attending the hearing inspite of being put on notice. The explanation of the CPIO as aforesaid along with the FAA’s comments should reach the Commission on or before 30/5/2014. The submissions should be sent to the Commission by post and also by e-mail at rtiorganize@gmail.com. The FAA/GMTD is further directed to look into the problem of the appellant and take appropriate steps to rectify the same. A compliance report in this regard may be sent to the Commission by 30/05/2014. Hearing is adjourned for 18/06/2014 at 04.00 PM

The appellant stated that the SDO had visited his house but his telephone/broad band services are not working properly as the cable is cut at several places and needs replacement. He further stated that the respondent should go through his billing and provide appropriate rebate for the period his services have remained disrupted. The CPIO stated that the appellant is the sole subscriber on the cable and he will get the joints replaced so that he does not face any difficulty. He further stated that he will go through the billing and provide appropriate rebate as permitted under the rules.
Decision Notice:
The CPIO is directed to provide point wise information as requested by the appellant in his RTI application dated 16/06/2012 within 15 days from the date of receipt of this order. Further, as agreed by the CPIO he should get the joints replaced and examine the billing of the appellant and provide appropriate rebate to him as permitted by the rules. The appeal is disposed of accordingly.
