16 Sep, 2015Order
This matter, pertaining to an RTI application dated 27.10.2013 filed by the Appellant, seeking information regarding the beneficiaries of the KCC loans granted by the Jamui Branch of the bank during 2005-06 and 2006-07, came up today. The Appellant was not present in spite of a written notice having been sent to him. The Respondents reiterated their decision to deny the information under Section 8 (1) (e) and (j) of the RTI Act as it pertained to the loans granted to third parties.
2. We have considered the records and the submissions made by the Respondents before us. It is noted that the Appellant sought information regarding the name, father’s name, address etc. of the beneficiaries of KCC loans. Since loans in this category benefit from an interest subvention granted from government funds, we are of the view that some information concerning the same ought to be available in the public domain. Therefore, the CPIO is directed to provide to the Appellant the information concerning the names of the beneficiaries of the KCC loans, together with the amount disbursed in each case, granted by the Jamui Branch of the bank during 2005-06 and 2006-07. The above information should be provided free of charge, within thirty days of the receipt of this order, under intimation to the Commission.
3. With the above directions, the appeal is disposed of.
4. Copies of this order be given free of cost to the parties.
