Disclosure of rules regarding interception of telephonic conversation under RTI

Background
The appellant sought copies of the Acts / Ruling which govern recording / interception of telephonic conversation and the related matters. The Public Information Officer (PIO) informed the appellant to take up the matter with the Ministry of Home Affairs, Government of India.
View of CIC
The Central Information Commissioner (CIC) noted that telephone and other modes of communication are intercepted by the Intelligence / Security agencies in the interest of the security of the country. These interceptions are governed by the Indian Telegraphs Act, 1885. The Commission advised the appellant to access the relevant law from the same and rejected the appeal observing that it was not an RTI matter.
