Details of fees paid to the Advocate General to be disclosed under RTI

An application was filed with the Department of Law under the Right to Information (RTI) Act seeking to get the copies of all the bills submitted by the Advocate General (AG) of Goa from March 2012 onwards.
The Public Information Officer (PIO) and Under Secretary, Law took almost a month to issue a notice to the AG seeking to confirm whether the information could be furnished to the applicant or not. When the information was not provided to the applicant within the stipulated time, he filed an appeal with the First Appellate Authority (FAA) and Joint Secretary, Law. The FAA ordered the PIO to furnish the demanded information to the appellant within 10 days. Following the order, the PIO asked the appellant to pay the requisite fee of Rs. 464 in order to get the information.
However, the appellant has refused to receive the information and has said that he would be approaching the State Information Commission to get the information free of cost for which he was entitled to under Section 7(6) of the RTI Act owing to the delay in providing the information.
