Details of action taken on certain letters sent by the Principal of KM College of Education to UGC - CIC: PIO to provide a revised point-wise reply on the RTI Application free of cost to the Appellant within 10 days incorporating available information

The appellant has sought the following information:
1. Details of action taken on the letter No.143/2015 dated 07.01.2015 and letter No.146/2015 dated 09.12.2015, sent by the Principal of KM College of Education, Bhiwani, with reference to 12th Five-year Plan.
2. Date from which 12th Five-year Plan has been made applicable and a certified copy of the supporting document as well as details of facilities/benefits extended to Bhiwani District in Haryana.
3. And other related information.
Grounds for Second Appeal
The CPIO has not provided any information.
Submissions made by Appellant and Respondent during Hearing:
The CPIO submitted that as per their records, the instant RTI Application was not received in their office. She further submitted that, upon receipt of the copy of the RTI Application alongwith the notice of hearing of the Commission, an appropriate reply has been provided to the Appellant vide letter dated 01.10.2020.
The Appellant has not availed the opportunity of hearing despite duly served notice vide speed post no. ED488257866IN dated 18.09.2020.
Observations:
The Commission observes that in the absence of the Appellant to contest the submissions of the CPIO despite duly served notice, the averment of the CPIO that the instant RTI Application was not received in their office cannot be called into question. However, the Commission observes from a bare perusal of the reply dated 01.10.2020 that the information provided therein is incomplete as the CPIO has only intimated the status of letter No.143/2015 referred to at para (i) of the RTI Application and has provided certain information corresponding to para (ii) of the RTI Application.
Decision:
In view of the foregoing observations, the CPIO is directed to provide a revised point-wise reply on the RTI Application incorporating available information regarding both the letter(s) referred to at para (i) as well as the details sought at para (i) & (iii) therein. The said information should be provided free of cost to the Appellant within 10 days from the date of receipt of this order and a compliance report to this effect be duly sent to the Commission by the CPIO immediately thereafter.
The appeal is disposed of accordingly.
