FACTS:
1. Appellant through his RTI application sought information with respect to directly accessing data generated by GPS devices fitted in autorikshaws, electronic method to access the data available with the Delhi transport, Delhi traffic police, Delhi Police , traffic court etc, copy of all requests sent to DIMTS since 2012 with respect to the same etc. PIO on point no 1 to 6 stated that it pertains to Auto Rickshaw Unit Burari and on point no 7 asked for inspection. Being unsatisfied with PIO reply, the appellant made First Appeal. First Appellate Authority directed the PIO to forward the letter within 7 days. Claiming non furnishing of information, appellant approached the Commission through this present second appeal.
Proceedings Before the Commission:
2. The appellant made his submissions. He submitted that DIMTS wrote to the Transport Department that they had not provided any access to the GPS system fitted to the Auto rikshaws , to Delhi Police, Delhi Traffic Police and Delhi Traffic Courts. The appellant contended that if these three organizations are not having any access to the said system, there is no security to the women passengers using the auto rikshaws. He, therefore, submitted that this GPS system should be accessible to the above three organizations to ensure complete safety to the women passengers travelling in the auto rikshaws.

Having heard the submissions and perused the record, the Commission observes that the appellant’s request for information, is, especially with regard to the security of the women passengers in Delhi Auto Rikshaws. It is the bounden duty of the Public Authority to furnish this information under sections 4(1)[c] and 4(1)(d) Every public authority shall provide reasons for its administrative or quasi-judicial decisions to affected persons. of the RTI Act. The Commission therefore directs the respondent authority to furnish the required information to the appellant and give access to GPS systems fitted in Delhi Autos and answer the question whether the above three authorities are denied the access. If so, what is the current status, etc. This information shall be provided to the appellant within 20 days with a copy to the Commission, from the date of receipt of this order. The appeal is disposed of.
