This matter pertains to an RTI application dated 9.4.2013 filed by the Appellant, seeking information on three points regarding loans granted under Prime Minister’s Rozgar Yojna during the financial year 2012-2013. The CPIO responded on 28.5.2013. Not satisfied with the reply of the CPIO, the Appellant filed an appeal to the First Appellate Authority on 2.6.2013. In his order dated 19.7.2013, the FAA upheld the CPIO’s reply. The Appellant approached the CIC in second appeal on 8.8.2013.

3. This file contains yet another second appeal registered on 12.8.2013 with regard to an RTI application dated 29.4.2013 filed by the Appellant, vide which he had sought the same information as in his RTI application dated 9.4.2013 mentioned in the preceding paragraphs.

4. This matter pertains to an RTI application dated 9.4.2013 filed by the Appellant, seeking information on three points regarding loans granted under Prime Minister’s Rozgar Yojna during the financial year 20112012. Not having received any reply from the CPIO, the Appellant filed an appeal to the First Appellate Authority on 2.6.2013. In his order dated 19.7.2013, the FAA provided a part of the information. The Appellant approached the CIC in second appeal on 18.9.2013.

5. This file contains yet another second appeal, registered on 12.8.2013, regarding the RTI application dated 9.4.2013, mentioned in paragraph 4 above.
6. We heard the submissions of the Appellant and the Respondents. The Appellant stated that he had sought information regarding the names of the persons to whom loans were granted, along with copies of the loan applications filed by them. However, he was provided information only in regard to names of the persons to whom loans were granted. He stated that these loans are granted for setting up enterprises under the Prime Minister’s Rozgar Yojna and benefit from a subsidy ranging from 15% to 35%. He further submitted that at least the information regarding the places, where enterprises have been set up by the beneficiaries of the loans, should be provided to him.

Having considered the records and the submissions made before us by both the parties, we note that the loan applications filed by the beneficiaries of the loans would contain personal information, such as date of birth and residential address etc. At the same time, since these loans benefit from a subsidy given from public funds, at least some information, in addition to the names of the beneficiaries should be available in the public domain. Accordingly, we direct the CPIO to provide to the Appellant information regarding the addresses at which enterprises have been set up by the beneficiaries of the loans, granted under Prime Minister’s Rozgar Yojna, during the financial years 2011-2012 and 2012-2013. The CPIO is further directed to provide the above information to the Appellant within twenty days of the receipt of this order, under intimation to the Commission.
8. With the above directions and observations, the appeal is disposed of.
